Owaisi, and Harish Rao disagree on medical counseling. MIM and BRS are considered as the friendly parties and BJP often accuses Owaisi's MIM controlling CM KCR. In the midst of all this, MIM leader Akbaruddin Owaisi in the assembly during the discussion disagreed with Health Minister Harish Rao.

During the discussion on medical colleges counseling, Akbaruddin asked the government to stop the ongoing counseling in medical colleges as he felt that justice is not done to the meritorious students. Even Congress party supported MIM on the issue. He demanded Competent Authority Quota (CQ) seats in Minority Medical Colleges be reduced from current 60% to 50% on par with Private un-aided (Non-Minority). He argued that the State government should correct it or ‘stop the counselling’. He said meritorious students will lose and students will end up paying more fees around Rs 14 lakh. He said "There are meritorious students belonging to Hindu, Muslim, SC, ST and BC who will be at the losing end. This should be corrected or stop counseling,”

Following this Harish Rao promised “Today itself I will conduct a meeting and take a call,” Earlier Congress leader Bhatti Vikramarka added “Congress government might have had a different set of norms as it was a unified State. It was high time that this was corrected and we got Telangana; these can be amended to suit the situation,”
